7th Lot of RCP Import Quota In Place

On May 18th, China’s Ministry of Ecology & Environment (MEE) released the 7th lot of recovered paper import quota. A little more than 55,000 metric tons, the quota catered only to a few mid-size paperboard and specialty paper manufacturers in upper Eastern China’s Shandong Province. Among them, Century Sunshine Paper Group captured half of pie, leaving the balance to 5 other companies.

So far, China has allocated a total volume of 4.5 million metric tons of RCP import quota, much smaller than that of the same period in 2019 and far from meeting the regular demand from an industry that has been built to largely consume recycled fiber. What keeps recovered paper consumers calm, or even generally indifferent, regardless of the price bumps in RCP markets at home and abroad, is that the whole paper industry in China is now more focus on dealing with growing unsteadiness and unforeseeable prospects in finished paper and board demand and consumption during the year. Trimming fiber stocks and finished product inventories for quick cash flows are probably the top priorities of mill executives at the moment, market analysts say.
