Paper Makers In Guangdong Allowed to Bid for More Carbon Emission

(www.chinapaperonline.com) To pioneer the trading of the marketable carbon emission quota and prepare at the same time for integration into a national market scheduled to take effect on May 31, 2020, Guangdong Provincial Ecological and Environmental Department lay out its plan for carbon emission allocation and implementation for the year on November 1, 2019.

Among the 242 mills of all manufacturing industries sharing a total planned quota of 438 million metric tons of carbon emission for the year in the Province, there are 56 paper and board mills – including 6 new mills. These cover all mainstream and mid-to-large producers in the Southern China Province. While actual volume assigned to each individual mill is yet to know, 97% of the volume will be freely allocated to each recipient through a formula of its annual paper and board production x averaged historical carbon emission intensity x annual emission reduction ratio. In addition, paper and board manufacturers in the area are now allowed to bid for unused quota to be sold by other quota recipients in an open market closely monitored by the authorities who will make sure that all carbon emission quota and transaction of the year in the Province shall not exceed 500 million metric tons.
